慰安婦、日本に法的責任　韓国政府が追及方針

韓国政府は２６日、日韓国交正常化に関する外交文書の公開を受けて、植民地支配下の従軍慰安婦問題は日本に法的責任が残っているとし、今後被害者救済に向けて日本政府を追及する方針を発表した。

という問題についての英文を記事を読んだ。共同とはずいぶん違うっすよ。

下のForbesでは、短い記事の後半では日韓基本条約で日本が支払ったお金についての事実関係を書いてる。
はじめてではないけど、でも一般的にある、inhumaneな、反人道的（ってよりもっと酷い語感だと思うが）な戦時中の「犯罪」にコリアンが怒ってます、日本とコリアの問には問題があります、お終い、という記事ではない。

Japan says the issue of compensation has already been settled by the normalization treaty.

South Korea received 800 mln usd in grants and loans from Japan under the 1965 agreement in return for giving up its demand for compensation for Japan's colonization of Korea between 1910 and 1945.

The money breaks down into 300 mln usd in economic aid and 500 mln usd in loans.

Although the purpose of the 300 mln aid package was not specified in the agreement, it was intended to meet Seoul's demand for compensation for sufferings sustained by the forced laborers, the office said.

But South Korea spent only one 10th of the money for the victims of forced labor while using the rest for economic construction projects.

基本的には上のForbesと同じ構成。ソウルのコメント、日本の立場、市民団体がどうの、とあって、最後には、日韓基本条約によって得たお金を、南朝鮮がどう使ったのかを書いている。お金は個人にはあまり渡らずに、韓国政府はそのお金を、ソウルとプサンを結ぶ高速道路の建設や、現在世界第五位の鉄鋼メーカーになったPOSCOの設立などに使った、とある。

しかし、日本のアサヒにはその大事な点、条約は締結され、資金は実際支払われ、貸し出され何かに使われて現在があるという視点がない。

問題は条約であって交渉の過程じゃないんだが・・・。もしかしたら後追い記事とかあるのかもしれないが（あってほしい）、いずれにしても、大事な問題点がどこにあるのかのパラグラフがないというのはどうかしているだろう。というか、もしかして、この人たち、右とか左とかいう前に、世間常識というか社会常識がない？？という疑惑を持った。

問題は契約であって、保険屋のおばちゃんが、佐藤君もうそろそろお嫁さんのこと考えなきゃねと肩をたたきつつ飴を置いては通うこと３年、という過程じゃないんだ。

余計なことだが、これに限らず、asahiはこのまま英文発信をするのなら、日本語で書かれた記事の翻訳をするのは止めたほうがいいのではないか。事件を伝えるという姿勢の記事に書き換えることを考えた方がいいのではないだろうか。このままではただ馬鹿に見える。

全体としてみれば、結局のところ、これらのことが書かれるためにコリアは騒いでくれたとも言える。チャイナのケースと同様、世界には「日本は何もしてない」という言辞をそのまま信じている人もいなくはないから。日本にとってはサンキューでした。
